Assist the
City of Phoenix in Developing the Downtown Core Guidelines
The
initiative of the City of Phoenix—redevelops the downtown
core and attract new business and residents—faces many
challenges:
- Complicated zoning laws
- Absence of sufficient
infrastructure to support either commercial or residential expansion
- 360 days of sun a year and no shade
- Rising property values and
resultant higher costs for development
AIA Phoenix convened a visioning/design workshop with downtown
stakeholders and professionals to develop a plan for increased density
and redevelopment in down town. In addition to the problems,
there are also assets:
- Arizona State University has
recently brought 4000 students to a downtown campus and expects the
student population to grow to 15,000
- A light rail system is under
construction, accommodating the increased density and offering
transit-oriented development opportunities
- Higher land prices demand denser
development to make the numbers work
In addition to discussing how these assets can be enhanced, the
workshop looked at ways to add shade and to connect buildings without
obstructing pedestrian or automobile traffic flow. Guidelines
for the urban core accommodate business, education, arts,
entertainment, hospitality, and residential living. New uses
for old buildings generate energy to bring people back to the center.
The next step is a series of town hall meetings to share more widely
the findings and recommendations of the downtown workshops and build
public support for the changes called for. A 3-D model and DVD document
the ideas.
